This is for the Snowed In! event, for BNG.
Hiroko was in the library when the storm hit, and he decided to stay there, and try and stay warm as a kitty while he read. He decided he didn't want to go to the cafeteria with the others, because he's aware that he's never really been well liked. And if he went, no one would even be willing to help him keep warm, anyway.
